If the verb “to care,” by definition is “to feel interest or concern,” or “to give care” (as in caring for the elderly), it wouldn’t seem a logical impossibility to show that if person X cares about issue Y, he will spend at least some time on issue Y.
But maybe it would just be better to say that your dear wife may have an issue if Mr. Jamison (person X) said he cared about the birth of his new daughter (issue Y), but spent no time there.

Please note that I did not say – that I never spend time on things I care about. Just that there are issues that I care about that I spend no time on.
For example – while
I care about our new daughter and will spend time on our new daughter.
it might also be the case that
I care about my wife’s cousin’s new daughter in North Dakota and will not spend time on that new daughter.
See? I think the logic still holds. But please feel free to continue to find a flaw in my logic.

What I did not get at first is that you meant that there’s no way you can make an “absolute” logical argument connecting person X with issue Y. And with that I agree.
I do think there are ways to make deductive logical arguments connecting person X with issue Y but that, I see, is not what you meant.

If you’d like to know what made me make the statement, it’s this: I heard from two people this week suggesting that I go to my local government caucuses. I won’t be going (so I won’t be spending my time on it) but that doesn’t mean that I don’t care what happens at it, not that I think it would be a waste of time.
